New Tournament Rules

New tournament rules completed, Dj-ZoRt! has uploaded them all to the site for your perusal.

I know the UT2004 rules don't list the server settings, but those are up to Wolfman and without his input I can't put anything in or risk contradicting him.

Please take the time to read them as it is important that you are familiar with the rules involved with each tournament before participating.
